Tudor Bărăscu is Head of GIS Office for Vâlcea county water/wastewater operator. He has been working in the GIS field for 10 years: promoting FOSS; building a geospatial software company; contributing to QGIS, QWAT/QGEP and other open source software.

Tudor speaks and teaches regularly at the OSGEO Local Chapter conferences and is a charter member.
